Recruiter tiers: Rising, Pro and Partner

Learn how recruiter tiers are calculated, what activity counts, and what each tier may unlock.

Effective 1 September 2026, the Recruiter Tiers framework recognizes delivery on Workfully-managed roles. Use this article to understand what counts, how tiers are reviewed and what each tier may unlock.

What counts toward a tier

Only the following activity on Workfully-managed roles counts:

  • Placements recorded and confirmed through Workfully.

  • Shortlists accepted by the Delivery Manager under the applicable quality standard.

Activity outside Workfully-managed roles does not count toward a Workfully recruiter tier.

Rising

Every vetted recruiter starts at Rising.

Rising recruiters can browse and apply for available Marketplace opportunities. The Marketplace currently contains Pay Per Hire opportunities, whose standard template includes a 7-day initial delivery expectation. If Job Slot opportunities are published there in the future, they will follow their project-specific delivery terms. Access remains subject to opportunity availability, fit, capacity and the applicable terms.

Move from Rising to Pro by achieving either:

  • At least 1 placement in the trailing 12 months; or

  • At least 5 Delivery Manager-accepted shortlists in the trailing 90 days.

Pro

Pro recognizes recruiters who are active and converting on Workfully-managed roles.

Pro recruiters may receive priority ahead of Rising recruiters in contingent activation and waitlist promotion and may receive a monthly personal performance snapshot. Priority is consideration, not a guarantee of assignment, exclusivity, interviews, placements or earnings.

Move from Pro to Partner by achieving:

  • At least 5 placements in the trailing 12 months.

There is no minimum tenure requirement.

Partner

Partner recognizes recruiters with a sustained placement record on Workfully-managed roles.

Subject to client needs, fit, capacity and availability, Partner status may include:

  • First consideration for contingent opportunities.

  • First consideration for Job Slot and fractional RPO shortlists.

  • Premium partnership benefits where available.

  • A monthly personal performance snapshot.

  • Public recognition opportunities, subject to confirmation.

  • A quarterly conversation with the Supply lead and a route to share product feedback.

Items described as planned, upcoming or on the roadmap are not currently guaranteed features or benefits.

Partner service conditions

Partner priority carries additional service expectations.

Priority contingent roles

When you accept a contingent role through Partner priority, submit 2 accepted-quality shortlists within 7 days or decline the role before accepting it. Declining before commitment does not count as a miss. Silence or uncommunicated inactivity may count as a service failure.

Job Slot and fractional RPO client experience

Maintain a satisfactory client experience on Job Slot and fractional RPO work. A negative client rating raised through the Delivery Manager's client review process triggers a Delivery and Supply conversation to understand the facts and agree next steps.

What happens after a Partner service miss

  • First recorded miss: the affected role may be reallocated in tier order. The miss is recorded, but there is no automatic tier demotion.

  • Second recorded miss within 12 months: the recruiter moves to Pro for a fixed 3-month period and loses Partner priority during that period.

The Supply team will confirm the classification of a miss and any resulting change. Client feedback is reviewed in context; it is not treated as an automatic conclusion without review.

If a Partner's placement count drops below 5

A Partner whose trailing 12-month placement count falls below 5 has a full quarter below the threshold before a tier change based on placement count. The Supply team provides a personal heads-up approximately 1 month before an expected change.

When tiers are reviewed

Tier data is recalculated on the first business day of each month using trailing 12-month placement data and trailing 90-day accepted-shortlist data. An earned upgrade may be confirmed earlier by the Supply team. Your tier changes only when Workfully confirms it.

Important

Tiers recognize platform activity but do not guarantee role access, client selection, work volume, exclusivity, feature availability, placement or earnings. Workfully may update the tiers framework and will communicate material changes before they apply. Assignment-specific terms continue to govern each role or project.
